The European Commission (EC) announced on the 22nd that it has initiated an anti-dumping investigation on Chinese seamless steel pipes. This investigation began following a complaint from the European Steel Tube Association (ESTA). Analysts suggest that if Europe, following the United States, imposes sanctions on Chinese steel products, the Korean steel pipe industry might benefit indirectly.
According to foreign media reports, the investigation period spans from April 1, 2023, to March 31, 2024, and is expected to last up to 14 months. Depending on the results, provisional duties could be imposed for 7 to 8 months. The current anti-dumping investigation primarily targets Chinese tin-plated steel sheets. The ESTA claims that the surge in imports of these products has severely damaged the European steel industry. The European Industrial Association has also presented evidence of an increased market share of Chinese products. The EC will investigate the dumping and the injury to the industry to make a final decision.
The seamless steel pipe industry has faced difficulties in reflecting increased raw material costs due to the deterioration of downstream industries. In particular, the seamless steel pipe industry has struggled to secure proper profitability due to competition with low-priced Chinese products. Additionally, the influx of Chinese products has made it challenging to secure demand. Seamless steel pipes are mainly used in offshore plants.
