BIR Advocates for Transparency in EU Waste Shipments Regulation
The European Commission has published detailed information on waste streams included in applications from non-OECD countries to receive recyclables from the EU. This move follows a request from the Bureau of International Recycling (BIR) for greater transparency regarding the implementation of the EU Waste Shipments Regulation (WSR).
Clarifying Waste Shipments Under the New EU WSR
The EU WSR mandates that non-OECD countries must submit applications to continue importing nonhazardous waste and recyclables from the EU after May 2027. In response to the BIR’s request, the European Commission disclosed the specific material streams included in each country’s application. While these applications are not yet approved, they provide essential insight for recyclers in planning supply chains and business operations.
BIR Director General Arnaud Brunet praised the commission’s decision, stating, "This demonstrates the value of open dialogue between industry and policymakers and represents a positive step towards minimizing disruption to global recycling supply chains."
Pending Approval and Future Steps
Despite the publication of requested waste streams, the European Commission has not yet approved any applications. The final list of approved non-OECD countries will be announced by November 21, 2026. BIR reminds members that only materials listed in Annex III of the WSR will be eligible, cautioning that waste codes starting with "A" are unlikely to receive approval.
Twenty-four countries have submitted applications, including Bangladesh, India, Indonesia, Malaysia, Nigeria, Pakistan, Philippines, Saudi Arabia, Thailand, and Vietnam. BIR remains committed to assisting its members through the WSR transition, ensuring the continuity of legitimate recycling trade while aligning with environmental goals.
