New estimate sets plant value at PLN 253.8 million as strategic status delays sale

Huta Częstochowa, one of Poland’s largest steelmakers, is set to receive a revised official valuation of PLN 253.8 million, an increase of PLN 26 million from the previous estimate. The revaluation is expected to be approved soon by the judge-commissioner overseeing the company’s bankruptcy proceedings, according to Wyborcza.pl.

The revised estimate reflects the resumption of production at both the steelmaking and hot rolling shops, initiated by the current tenant, Węglokoks, as well as the renewal of international quality certifications, enhancing the plant’s operational and market value.

Previously, the starting price for an open tender to acquire the bankrupt Liberty Częstochowa facility was PLN 227 million. On February 17, 2025, Węglokoks, alongside Dazul and a group of Indian investors, submitted proposals to purchase the facility.

However, Adrian Dzwonek, the court-appointed administrator, canceled the auction, citing Polish bankruptcy law provisions that classify the plant as a strategic enterprise. This classification requires the Ministry of Defense’s consent before any sale can be finalized.

In March 2025, the Defense Ministry expressed its intent to purchase the entire steel complex or parts thereof. Once the valuation is officially approved, Liberty Częstochowa, its creditors, and the Defense Ministry will have seven days to file appeals. The presence—or absence—of such appeals will determine the timing of the plant’s sale.

According to GMK Center, Huta Częstochowa hit a significant milestone on February 3, 2025, by restarting its plate mill (Walcownia Blach Grubych). This marked the final step toward full operational recovery after a year-long shutdown.
